By the end of 2015, mixed municipal waste from Kaunas region was disposed of in two regional landfills: the Lapiai Regional Landfill, located in Lepšiškių k., Lapiai sen., Kaunas district, and the Zabieliškis Regional Landfill, located in Liepų g. 16, Zabieliškis k., Pelėdnagių sen., Kėdainiai district.

Since 2016, all mixed municipal waste generated in Kaunas region has been treated in municipal waste sorting and biological treatment facilities located in Kaunas city (Kaunas MBA, , Sandraugos g. 12) and in Kėdainiai district (Zabieliškis MAR, Liepų g. 16, Zabieliškis km). Municipal waste from Kaunas city, Kaunas, Jonava, Kaisiadorys, Raseiniai districts is transported to Kaunas MBA. Mixed municipal waste from Kėdainiai district municipality (and, on request, from Jonava and Raseiniai districts as well) is transported to Zabieliškio MAR.

Regional landfills in Lapiai and Zabieliškis receive waste that is unsuitable for recycling or other uses, as well as mixed construction waste and construction waste containing asbestos.

In accordance with the Order of the Minister of Environment of the Republic of Lithuania No D1-661 of 31 August 2011 “On the approval of the description of the procedure for determination of the composition of mixed municipal waste disposed of in regional non-hazardous waste landfills and the assessment of the amount of municipal biodegradable waste” (Official Gazette of the Republic of Lithuania, 2011, No 109-5148), the determination of the composition of mixed municipal waste and the assessment of the amount of municipal biodegradable waste have been carried out in the plants since the start of the operation of the MBW, MSW and PA plants from 2016.

This work is organised by MBA and the operator of MAR – Kaunas Regional Waste Management Centre. The works are carried out under the supervision of representatives of the Kaunas Regional Waste Management Centre, Kaunas Regional Environmental Protection Department and municipalities.

Waste composition research is conducted four times a year: in winter, spring, summer, and autumn. To determine the composition of mixed municipal waste, waste is examined separately from the municipalities of Kaunas city, Kaunas, Kaišiadorys, Jonava, Kėdainiai, and Raseiniai districts.

According to the procedure for determining the composition of mixed municipal waste disposed of in regional non-hazardous waste landfills and evaluating the quantity of biodegradable municipal waste, the determination of the composition of mixed municipal waste disposed of in landfills must be carried out annually since 2016.
